I'm starting to wonder if something similar might be happening here. Not to sound like a paranoid conspiracy theorist or anything, but if this site – or I! – disappear with no explanation then you'll know I'm onto something.

Ok, so "untold abuses" might be a bit strong when talking about the situation in the UK (though really, who knows), but I'm noticing a somewhat perturbing spilt between the public face of the Olympics and the private; the stuff that they (the ODA, and various Olympic stakeholders) want you to see compared to the stuff that's really going on. As with the Tour and The Torch, it's weirdly disconcerting to see something that you know and have experienced get spun out and transformed into something else in public. And this spin always aggrandises the aforementioned ODA, its stakeholders and advertisers at the expense of, well, the little people they depend on, that is: you and I.

This happened at the handover ceremony in central London on Sunday 26 August. 

By chance I came across the place where you could apply for tickets, and I got some. I was interested in watching a live crowd's reaction to the live feed from Beijing. It was hard to find any clear information about what the event really entailed, possibly because none of the organisers knew, or they didn't think it was worth telling the thousands of expected attendees what they were in for. All I knew was that it was going to be a fantastic street party!

What it was really like: 

The party was a series of metal barriers, first to keep the tourists out, then to keep the area around the stage carefully crowd-managed. I saw one of the barriers breached by panicked people trying to get over it so that they could see the stage. People were running and pushing in the crowd, it was scary. A security guy berated a woman who was trying to help her family over the barrier, they had become separated. Beefy security men confiscated people's bottled water.

Dreadful entertainment. Really nasty low-rent stuff. Is McFly really the best that the ODA can do? Horrible Heather Small singing that pukey song about being proud. The cast of We Will Rock You. A terrifying, nationalistic, brain-washy, over-loud version of We Are The Champions. A competition to win t-shirts. Inane presenters. Is this what the Cultural Olympiad is going to be about?

Long queues to buy merchandise and burgers, £18 t-shirts (manufactured where? in China?) and expensive "collector pins".

Blank screens with complaining people sitting around them, waiting for something to happen.

The BBC reported that 40,000 party-goers had enjoyed watching the live handover from Beijing, but this isn't true because the screens were blank, the feed wasn't working, and only a fraction of the people at the event could get to see the main stage, far fewer than the reported 40,000, since it was positioned in an awkward spot. Neither could anyone else in the Mall see because there was no broadcast feed from the stage, all we could hear was the sound.

I know these are small untruths in the wider scheme of things, but it grates. A steady stream of tiny little harmless lies are beginning to add up to a picture of how great the Olympics is, how everyone (apart from a miniscule minority of party poopers, bad eggs and terrorists) is completely behind the games, how there was nothing worthwhile in East London until the Olympics came along, and yes, how winning medals is everything, about how great Great Britain is, how excellent the Union Jack is, how this country is a happy place where everyone just gets along, blah blah, etc etc.

Unless you go to any of these events and look at things with your own eyes, how would any of us know what really happened? Who do you trust to tell you? The PR of the horrendous 2012 blog, that seamless, robotic, smiley propaganda machine?

What I want is a truthful, adult, critically-engaged representation of the Olympics. I want independent reporting by people who were there rather than a regurgitation of ODA press releases. I want the beautiful, thinking people of the UK to be able to make up their own minds about things, to be encouraged to do so. My feeling is that the ODA and the IOC are going to fuck with my neighbourhood anyway, but that they can't expect to do that without scrutiny.

No doubt I'm going to end up at more of these ODA-sponsored events. I've been to three of them now, and at each one I've ended up feeling cheated and used. I'd like to say that I've had my fill, but, like Homer Simpson I'll probably keep coming back with a D'oh! each time. Hopefully I'll learn to leave well alone in time, but right now I feel compelled to witness stuff so that I can better recognise the spin and the half-truths being slung my way.

The tour of the Olympic site during Open House 2007 was when we knew for sure that we were being told a load of hype-filled lies by the ODA.

Getting onto the tour was a job and a half, the ticketing process seemed ridiculously paranoid and closed, but we managed to get through.

The day started out with a lot of hanging around. We were shown a video that featured many of the clichés that have come to nauseate us over the intervening months: athletes winning, a crescendo of operatic music, the moment of Jaques Rogge's announcement played again and again and again.

The tour itself took place on a bus. There would be no getting out and walking around, we were told, because of the dangers of contaminating the site with Japanese Knotweed, which they were trying to eliminate. We were given maps which we weren't allowed to keep, but they had numbers on them and no key, so it was impossible to work out what was going on where. Was this a deliberate strategy to confuse the plebs? Who knows. We were also told that filming and photography was forbidden. The tour guide referred to "people doing nasty things," ie a terrorist threat.

The site was mainly earthworks and demolition. There was little to see. Highlights included a series of grim, tattered "Back the Bid" banners hanging from businesses that have been forced out by the Olympics, and a length of kid's Olympic murals that will never be seen because they are on a site closed to the public. I also saw this sign knocked over, broken and mashed into the ground, but I'll come back to that in a bit.

So the guide was someone whose name escapes me, but who is/was the head of HSE at the ODA. He was a middle-aged white guy, nicely spoken and possibly somewhat middle class. Why is that so unsurprising? He was clearly several social strata above the people in the bus and he addressed us in a way that was both on-script/on-message and very patronising.

So the HSE honcho did not go down very well. Firstly, he talked about getting rid of wood and bricks, of clearing the earth. But he made no mention of the people who are also being cleared away, other than to say that everyone was thrilled about it and grateful to the wonderful and fair developers. Clay's Lane was described as student housing, but that's not strictly true, it was a co-op community, and there were a lot of underclass people living there. There was a long-standing traveller's community nearby too.

He spoke with this rather disturbing "we're in charge" sort of attitude. Apparently, this part of East London used to be a bit of a dump and we should all be thankful that the ODA are coming in, heroically, and making it a "place where people want to live." Not only that, but those who have left (ie been forced out) have left a lot of nasty, ugly, dirty buildings and land that they are now clearing up.

According to this guide, there was little of value around the site, nothing really worth saving. I wonder if he's talking about the aforementioned Clay's Lane estate, or Bully Fen Community Woodland (more about that here) or the Eastway Cycle Circuit? Or any of the places depicted here?

We were told that the Olympics are going to be great for the environment, yet the development is clearly an environmental disaster. There were mixed messages about the ODA clearing up the waterways, yet also needing to look after the wildlife that lives there. If those waterways are and were so polluted, how come there is/was wildlife to look after?

Someone in the bus told the guide to fuck off, but that was after he let slip the truth about what's going to happen to a chunk of Hackney Marshes, currently used by one of the most popular Sunday football leagues in the country. The official line has been that a portion of this land will be tarmac for the Olympics, but that it will revert to football fields afterwards. This is clearly untrue, and the guide laughed it off and said that the land would have too high value as real estate after the Olympics. Those fields are going to be gone, baby.

It's odd that the ODA decided to present the site as though they were talking to corporate sponsors, rather than people who live in the area, know it well, and have strong attachments to the land. It strikes me that the developers have no relationship to those they are displacing and inconveniencing, despite the showy attempts at public consultation. And the lies, they just keep on coming, the spin is so compelling, it's like reality is an awkward intrusion.

Oh yeah, and despite the promises of an appearance, Daley Thompson was nowhere to be seen. Fucker.

Các bị cáo, trong đó có cựu chủ tịch 62 tuổi của PCI, Masayoshi Taga, bị buộc tội hối lộ một quan chức của TP HCM hồi năm 2003 và 2006, vi phạm Luật chống cạnh tranh không bình đẳng của Nhật Bản.

Theo hãng tin Nhật Kyodo, đây là lần đầu tiên các công tố viên muốn đưa một vụ hối lộ liên quan tới quan chức nước ngoài ra xét xử kể từ khi sửa đổi luật hồi năm 1998, theo đó các vụ hối lộ như vậy bị coi là bất hợp pháp.

Ngoài ông Taga, ba bị cáo còn lại là Kunio Takasu, 65 tuổi, cựu quản lý của PCI, Haruo Sakashita, 62 tuổi, cựu giám đốc điều hành và Tsuneo Sakano, 59 tuổi, người từng là giám đốc văn phòng Hà Nội của PCI.

Các bị cáo đã hối lộ tổng cộng 90 triệu yen (820.000 đôla), lần đầu là tháng 12/2003 với 600 nghìn đôla, và lần hai là tháng 8/2006 với 220 nghìn đôla.

Nêu đích danh

Cả hai lần trao tiền này đều là để ‘cảm ơn’ việc PCI thắng thầu.

Báo Nhật đã nêu danh tính vị quan chức VN bị cáo buộc là đứng đầu đường dây ăn hối lộ.

Đó là ông Huỳnh Ngọc Sỹ, Phó Giám đốc Sở Giao thông Công chính TP HCM, kiêm Giám đốc Ban Quản lý PMU Đông-Tây.

Chưa rõ ông Sỹ sẽ bị phía Việt Nam xử lý như thế nào.

Năm 2001 và 2003, PCI thắng thầu tổng trị giá 3,1 tỷ yen cho dịch vụ tư vấn trong một dự án xây dựng đại lộ Đông- Tây của TP HCM.

Trong một tuyên bố bất ngờ, hôm 17/8, Việt Nam chính thức lên tiếng về vụ việc này.

Thứ trưởng Ngoại giao Việt Nam Hồ Xuân Sơn đã đề nghị truyền thông Nhật cũng như Việt Nam không nên đưa tin bài về vụ PCI hối lộ khi chưa có kết luận cuối cùng.

Trong khi đó, ông thứ trưởng cũng dẫn lời ban quản lý dự án xây dựng đại lộ Đông - Tây TP HCM nói ‘dự án không có hành vi tiêu cực như báo chí đã đưa’.

Truyền thông trong nước từng viết và mổ xẻ nhiều về những tồn tại trong dự án này.

Mới đây nhất là về những vết nứt tại công trình hầm Thủ Thiêm do nhà thầu Nhật Obayashi Corporation thi công và PCI tư vấn thiết kế.

Các báo Việt Nam, các vị thẩm phán, quan tòa, các ông công an, các nhà chức trách Việt Nam thực hiện đường lối “đi đúng lề” của đảng nên bây giờ kẻ nhận hối lộ vẫn ung dung ngồi chễnh chệ. Tôi tin tưởng rằng các nhà điều tra Nhật Bản phải có bằng chứng không thể chối cãi thì mới có thể bắt giam công dân của họ. Vì sao? vì pháp luật của họ luôn tôn trọng và bảo vệ người dân của họ hơn pháp luật Việt Nam rất nhiều, nên nếu họ bắt người trái phép họ sẽ bị trả giá rất đắt.

Hôm 5 tháng 8, công tố viên quận hạt Tokyo đã cho lệnh bắt giam 4 quan chức cao cấp của Pacific Consultants International (PCI) vì có liên quan đến vụ đưa hối lộ quan chức Việt Nam qua dự án Xa lộ Đông-Tây ở Sài Gòn.

Một số chi tiết chung quanh việc hối lộ

Theo hồ sơ truy tố của công tố viên hạt Tokyo thì ông Haruo Sakashita đã khai rằng chính ông ta đã nhiều lần vâng lệnh thượng cấp trao tiền cho Huỳnh Ngọc Sĩ, trong đó 2 lần mà ông ta nhớ nhất là $600,000 đô la Mỹ vào hạ tuần tháng 12 năm 2003 và lần khác là $220,000 vào khoảng cuối tháng 8 năm 2005.

Thế nhưng làm cách nào các viên chức Nhật này có thể có được những khoản tiền mặt lớn như vậy? Chính Haruo Sakashita xác nhận rằng công ty PCI này đã rút tiền ra từ vốn thực hiện dự án để lập ra “quỹ đen” dùng để hối lộ cũng như ăn nhậu với quan chức Việt Nam bằng phương thức công ty PCI mẹ ở Tokyo chuyển tiền vào tài khoản của văn phòng PCI tại Việt Nam rồi rút ra tiền mặt tại chổ để gây quỹ đen. Một cách khác là trụ sở chính của PCI rút tiền mặt ra rồi được chính các viên chức cao cấp của PCI đem tiền mặt qua Việt Nam. Thủ thuật lập quỹ đen là PCI lệnh cho kế toán viên người Nhật tại văn phòng Việt Nam là Kono Tatsushiko lập ra những hợp đồng giả để trả cho một công ty tư vấn ảo nào đó. Do đó PCI đã lập ra công ty ma trên giấy tờ mang tên là Business Intelligence Consultants (BIC).

Hai khoản tiền $600,000 và $220,000 là hai khoản tiền mà Haruo Sakashita nhớ rõ nhất, nhưng ông ta cũng xác nhận rằng PCI đã nhiều lần đưa tiền cho Huỳnh Ngọc Sĩ với tổng cộng khoảng 2 triệu đến 3 triệu đô. Đây cũng là số tiền tương ứng với khoản “lại quả” 10% trên số tiền 300 triệu Yên (tương đương khoảng 27 triệu đô la Mỹ) tư vấn phí mà PCI nhận được. Món “lại quả” 10% này là “thành quả” kiên trì điều đình của ông Tổng Giám Đốc Kunio Takasu, vì có lần Sĩ đã vòi vĩnh đến 15% với lời hứa hẹn sẽ giao hết công việc cho PCI.

Tại tòa chính ông Tổng Giám Đốc Kunio Takasu đã xác nhận việc trao tiền “tận tay” giám đốc PMU Huỳnh Ngọc Sĩ vài lần để được “tạo điều kiện, giúp đỡ” PCI trong việc trúng thầu và trong quá trình thực hiện dự án.

Phía Việt Nam nói gì về vụ việc này?

Người dân Việt Nam ai ai cũng đều biết là tệ nạn tham nhũng tràn lan tại Việt Nam và việc “lại quả” hiện diện trong tất cả các ngành nghề, đặc biệt là các dự án vay vốn nước ngoài, thế nhưng Hồ Xuân Sơn lại trơ trẽn cả quyết rằng “Việt Nam quản lý và sử dụng rất hiệu quả, đúng mục đích nguồn vốn ODA”.

Chưa hết Sơn còn đi xa hơn nữa khi yêu cầu chính phủ Nhật Bản nên khuyến cáo báo chí Nhật “không nên đưa tin, bài về việc này và nếu có đưa tin thì phải khách quan, theo đúng quy định pháp luật của mỗi nước”. Sơn cho rằng báo chí Nhật viết không khách quan và dọa rằng “viết như vậy không có lợi cho hai nước Việt Nam và Nhật Bản, cũng như mối quan hệ hữu nghị hợp tác giữa hai nước”.

Khi nói vậy, có lẽ Sơn đã quên rằng báo chí nước ngoài và tại Nhật Bản không phải đi theo “lề bên phải” như ở Việt Nam, và theo luật Nhật Bản thì báo chí có quyền đưa tin, nhất là khi vụ việc đã được công tố viện đưa ra tòa án.

Nói đến việc hợp tác với cơ quan điều tra Nhật Bản, Sơn cho rằng “thông tin mà các cơ quan chức năng Nhật Bản cung cấp cho Việt Nam vẫn còn sơ sài và chưa phù hợp với các thủ tục pháp lý của Việt Nam”, trong khi thông tin trong bản cáo trạng do công tố viện đưa ra và lời khai của các bị can rất đầy đủ và chi tiết.

Sơn còn quả quyết rằng ở Việt Nam “mọi hành vi tham nhũng, đưa và nhận hối lộ sẽ bị xử lý nghiêm minh”. Ông thứ trưởng ngoại giao này nói mà không biết ngượng, những vụ Năm Cam PMU18, cầu Cần Thơ,.. và trăm ngàn vụ lớn nhỏ còn sờ sờ ra đó mà vẫn cãi chầy cãi chối.

Kể cũng lạ thật, người đưa hối lộ còn biết xấu hổ, thế nhưng kẻ nhận hối lộ không biết xấu hổ lại còn vênh váo.

Ngoài Huỳnh Ngọc Sĩ Sĩ ra, còn có ai nữa?

Với số tiền hối lộ quá lớn như vậy dư luận cho rằng chắc chắn Sĩ phải ăn chia với các cấp trên và phải có “ô dù” lớn, bởi vì trong khi Nhật đã bắt các quan chức đưa hối lộ và nếu đích danh Sĩ rồi mà chưa thấy báo chí và công an Việt Nam vào cuộc.

Vả lại theo phân cấp, trên Sĩ còn có Giám đốc Sở Giao thông Công chánh và cả bộ sậu lãnh đạo Uỷ ban Nhân dân thành Hồ thì không thể nào việc quyết định cho công ty tư vấn PCI trúng thầu lại là quyết định đơn lẻ của Sĩ được.

Nói theo kiểu của ông thứ trưởng ngoại giao Hồ Xuân Sơn là “mọi hành vi tham nhũng, đưa và nhận hối lộ sẽ bị xử lý nghiêm minh” thì rồi đây Sĩ có bị đảng xử thí điểm không hay là vụ việc rồi sẽ chìm xuồng như vụ cầu Cần Thơ, PMU18?

Có lẽ với gốc gác TNXP, Sĩ đã thấm nhuần khẩu hiệu “Đâu cần thanh niên không có. Đâu khó không có thanh niên”, cho nên đã “xung phong” đứng ra nhận tiền cho các sếp để giờ đây “ân hận” vì đã “dại dột”.

Cho nên khi nói đến tình trạng tham nhũng trong hàng ngũ của quan chức CSVN hiện nay, người dân Việt Nam mới có câu diễu “Thưa các đồng chí chi bộ, thưa các đồng chí chưa bị lộ,...” để ám chỉ rằng hầu hết các đảng viên đang tại chức đều tham nhũng cả. Giữa các quan chức này, chỉ có điều khác biệt ở chỗ là kẻ “đã bị lộ” và người “chưa bị lộ” mà thôi.

Trong khi các quan tham “chưa bị lộ” thì sẽ “hạ cánh an toàn” còn các quan tham “đã bị lộ” thì chỉ bị “khiển trách” thì người dân Việt Nam phải è cổ ra trả nợ cho các công trình kém phẩm chất như thế này.

Chất lượng lao động thấp tác động xấu đến khả năng cạnh tranh của nền kinh tế. Thị trường lao động vẫn đang chập chững những bước đi đầu tiên và gần như hoàn toàn tự phát.

Tại Nhà máy Nghi Sơn (Thanh Hóa), tổng quỹ lương của 20 chuyên gia Nhật Bản bằng tổng quỹ lương của gần 2.000 người VN. Ở một số dịch vụ khác như ngân hàng, y tế... có tới 40% tổng số lao động có thu nhập từ 14.000 USD/năm trở lên là người nước ngoài. Phát biểu trên của Thứ trưởng Bộ LĐ-TB-XH Lê Duy Đồng tại một cuộc hội thảo về nguồn nhân lực khi VN gia nhập WTO tổ chức mới đây khiến nhiều người băn khoăn.

Đông nhưng không tinh

Đến cuối năm 2005, tỉ lệ dân số từ 15 tuổi trở lên chiếm 53,4% dân số (trên 44 triệu người). Theo thống kê của Bộ LĐ-TB-XH, có đến 74,7% lực lượng lao động chưa qua đào tạo; còn số lao động đã qua đào tạo cũng không hoàn toàn giỏi nghề. Chính vì vậy, năng suất của lao động VN kém lao động các nước trong khu vực ASEAN từ 2 đến 15 lần.

Ông Nguyễn Tấn Sang, Giám đốc Công ty Cơ khí Trùng Dương (Q. 12, TP.HCM), cho biết: “Khi tuyển lao động, chúng tôi phải đào tạo lại toàn bộ trước khi đưa vào sử dụng”. Thực trạng này dẫn đến nghịch lý: Nguồn nhân lực thì dồi dào nhưng doanh nghiệp (DN) lại luôn kêu thiếu!

Chất lượng lao động thấp sẽ có tác động xấu tới khả năng cạnh tranh của nền kinh tế. Trong khi đó, với lực lượng lao động giản đơn quá lớn sẽ tạo áp lực rất cao cho vấn đề giải quyết việc làm. Một bộ phận lớn lao động ở các khu vực mới đô thị hóa, lao động chuyển dịch từ nông thôn không có tay nghề, lại thiếu cả ý thức, tác phong, thái độ làm việc... càng làm cho mâu thuẫn giữa “thừa” và “thiếu” thêm gay gắt.

Bà Nguyễn Thị Ngọc Thủy, Giám đốc Công ty Thực phẩm Phương Liên (Q. 8, TP.HCM), khái quát hình ảnh công nhân của bà trong câu: “Nắng ngủ, mưa nghỉ, mát trời đi chơi”. Tác phong nông dân ấy sẽ gây khó cho cả DN lẫn người lao động.

Phải có “sản phẩm” phù hợp

Khi VN gia nhập WTO, tuy không có cam kết về mở cửa thị trường lao động nhưng chắc chắn sẽ có một dòng chảy lao động nước ngoài vào thị trường trong nước từ các gói dịch vụ do nước ngoài cung cấp. Chất lượng lao động thấp là nguyên nhân chính dẫn đến nhiều vị trí chủ chốt trong DN phải sử dụng người nước ngoài. Để hạn chế dòng chảy này, tức không để thua ngay trên “sân nhà”, cách tốt nhất là nâng cao chất lượng lao động tại chỗ để có thể đáp ứng yêu cầu của nhà đầu tư. Đây không phải là chuyện của riêng DN hay của người lao động mà đòi hỏi một chiến lược ở tầm quốc gia.

Bộ LĐ-TB-XH đã đưa ra mục tiêu nâng tỉ lệ lao động qua đào tạo lên 40% vào năm 2010. Trong đó, trọng tâm là dạy nghề cho lực lượng lao động làm việc tại các khu công nghiệp tập trung. Để làm được điều này, kế hoạch của bộ là đầu tư nâng cấp hệ thống trường đào tạo nghề lên ngang tầm khu vực. Dự kiến, sẽ có 25 trường và 10 trung tâm đào tạo được đầu tư từ nguồn vốn ODA. Ngoài ra, 30 trường trọng điểm và khoảng 100 trung tâm dạy nghề của cả nước cũng sẽ được đầu tư nâng cấp.

Tuy nhiên, vấn đề được nhiều DN quan tâm là dạy cái gì và dạy thế nào để “đầu ra” có thể sử dụng; nếu phải đào tạo lại thì chỉ là đào tạo cho phù hợp với thực tế máy móc thiết bị, nội quy, quy trình làm việc tại đơn vị chứ không phải đào tạo lại từ đầu. Trao đổi với chúng tôi, giám đốc nhiều DN nhận định: Sắp tới, việc đào tạo theo địa chỉ chắc chắn sẽ trở thành xu hướng. DN sẽ đặt hàng cho trường nghề để có những sản phẩm phù hợp chứ không để bị động như thời gian qua.

Cần một thị trường lao động thật sự

Những năm qua, thị trường lao động VN đã hình thành: Tại các TP lớn như Hà Nội, TP.HCM, Đồng Nai, Bình Dương... có hàng ngàn trung tâm dịch vụ, giới thiệu việc làm, giúp DN có thêm kênh tuyển chọn lao động.

Tuy nhiên, giám đốc một trung tâm giới thiệu việc làm tại TP.HCM nhìn nhận: Thị trường lao động tại TP.HCM nói riêng và cả nước nói chung vẫn đang chập chững những bước đi đầu tiên - gần như hoàn toàn tự phát. Các hoạt động dịch vụ liên quan đến thị trường lao động chưa hoàn thiện, quy mô thị trường lao động còn hạn chế, lượng người tham gia thị trường lao động còn thấp (chỉ chiếm 20% lực lượng lao động).

Trong định hướng phát triển nguồn nhân lực đến năm 2010, Bộ LĐ-TB-XH có đề cập đến vấn đề hoàn thiện thị trường lao động bằng cách quy hoạch và phát triển các cơ sở giới thiệu việc làm; đầu tư hiện đại hóa 3 trung tâm ở 3 vùng kinh tế trọng điểm (Bắc, Trung, Nam).

Ngoài ra, sẽ đa dạng hóa các kênh giao dịch trên thị trường lao động; xây dựng các trạm quan sát thông tin thị trường lao động để thu thập, cung cấp thông tin đầy đủ, kịp thời... Nếu làm được những điều này, hy vọng thị trường lao động sẽ phát triển đúng hướng, góp phần tạo động lực cho cung - cầu lao động, phục vụ tốt nhất sự phát triển kinh tế đất nước.

Không biết phía Việt Nam có phổ biến cho phía Nhật tham khảo một số nghiệp vụ trong chấn chỉnh hoạt động của báo chí như bắt giam nhà báo, cách chức Tổng biên tập hay Phó Tổng biên tập, thu hồi thẻ nhà báo...?

Trước kia mới chỉ nghe thấy việc Trung Quốc cấm Việt Nam đưa một số tin bài trên báo chí bất lợi cho họ, và với thân phận nước nhỏ, chính phủ Việt Nam đành chịu. Nhưng Trung Quốc đã là gì?

Việt Nam còn đề nghị Nhật Bản hạn chế tự do báo chí của nước họ, cho dù Nhật Bản là cường quốc kinh tế số 2 thế giới và Việt Nam vẫn đang là nước ngửa tay xin viện trợ.

Năm 2008, số vốn ODA Việt Nam xin được là 5,4 tỷ USD, trong đó riêng từ Nhật Bản là 1,1 tỷ USD. Vài con số khác: tỷ lệ thất thoát trong các công trình cơ bản ước khoảng 50-60% theo một báo cáo chính thức trước Quốc hội, tỷ lệ "lại quả" mà các nhà thầu Nhật Bản phải trả cho các quan chức Việt Nam theo thông lệ vào khoảng 10-15%, trong đó cá biệt có thể lên tới 30%-theo báo chí Nhật Bản.

Cứ lấy theo tỷ lệ 10% thì ước tính mỗi năm, sẽ có vài trăm triệu đô-la tiền vay của Việt Nam sẽ được đổ vào ví, biệt thự, tài khoản ngân hàng, đồ lót của chân dài, thịt thú rừng, viagra....của các quan chức Việt Nam.

Và 10% đó mới chỉ là tỷ lệ "lại quả" đối với nhà thầu Nhật Bản, còn các nhà thầu phụ Việt Nam cũng sẽ phải "lại quả" cho quan chức theo những tỷ lệ khác, có tính thuần Việt hơn.

Như vậy trong 10 năm qua, ắt hẳn cũng phải có vài tỷ USD lọt vào túi các quan chức do tham nhũng từ vốn ODA (thế nên một tay giám đốc Ban quản lý dự án (PMU) cũng có thể đánh bạc hàng triệu đô-la).

Số tiền đó là tiền thuế của người Nhật Bản và cũng là tiền nợ của người Việt Nam mà người dân Việt Nam sẽ phải trả.

Về phía Việt Nam thì chính phủ Việt Nam đã hạn chế "diễn đàn nhân dân" "mặt trận hàng đầu chống tham nhũng" của hơn 600 tờ báo trong việc đưa tin về việc tiền nợ của nhân dân bị tham nhũng ra sao?

Nhưng như thế vẫn chưa đủ nên Bộ Ngoại giao Việt Nam vẫn cần phải "dạy" cho phía Nhật nên hạn chế đưa tin về việc tiền thuế của nhân dân Nhật Bản bị tiêu pha thế nào!

Chẳng nhẽ ông Thứ trưởng (và lại là Thứ trưởng Ngoại giao) Hồ Xuân Sơn nghĩ rằng Chính phủ Nhật có thể thô bạo hạn chế báo chí nước này đưa tin?

Và với phát biểu như thế này thì có nghĩa là báo chí không nên đưa tin về tất cả các vụ án khi chưa có kết luận cuối cùng của cơ quan điều tra. Nếu thế người ta còn nói tới việc báo chí chống tham nhũng làm gì, ngoài việc đăng tải tóm tắt kết luận của cơ quan điều tra hay của tòa án?

 

 

 

 

Về cách xử lý của Việt Nam thì hoàn toàn chưa thấy cơ quan điều tra của Việt Nam động tĩnh gì.

Vâng, tức là vụ việc này là của Nhật Bản, nếu Nhật Bản muốn điều tra làm rõ thì cần phải đề nghị Việt Nam tương trợ tư pháp, chứ Việt Nam không (hay chưa) có ý định tự mình điều tra, khởi tố vụ án tham nhũng, nhận hối lộ của quan chức Việt Nam trên cơ sở những thông tin mà được phía Nhật Bản cung cấp.

Ông Sơn cũng khẳng định là theo Sở Kế hoạch và Đầu tư TP.HCM và Ban Quản lý dự án xây dựng Đại lộ Đông-Tây (chính là cái Ban có ông Trưởng ban bị phía Nhật cáo buộc là nhận hối lộ hơn 800.000 USD đó) thì:

"việc đấu thầu, chọn thầu đều được thực hiện theo đúng quy định của pháp luật Việt Nam và chịu sự giám sát rất chặt chẽ của Ngân hàng hợp tác quốc tế Nhật Bản (JBIC). Ban Quản lý dự án nói là không có hành vi tiêu cực như báo chí đã đưa."

Ô hay thật, trên Cổng thông tin điện tử của Chính phủ, đại diện Bộ Ngoại giao Việt Nam hùng hồn thông báo cho cơ quan hữu trách Nhật Bản và báo chí trong ngoài nước biết một tin hết sức quan trọng:

Người bị tố cáo nhận hối lộ nói là mình không có nhận hối lộ như báo chí đưa tin đâu nhá. Và vì thế, báo chí của cả Việt Nam và Nhật Bản cần ngậm miệng lại nhá!

Chúng ta cũng đã đề nghị phía Nhật Bản trong khi vụ việc đang được điều tra, chưa có kết luận cuối cùng thì các cơ quan truyền thông đại chúng của Nhật Bản cũng như của Việt Nam đều không nên đưa tin, bài về việc này; nếu có đưa tin thì phải khách quan, theo đúng quy định pháp luật của mỗi nước.

Rất tiếc là đến nay, các thông tin mà các cơ quan chức năng Nhật Bản cung cấp cho chúng ta vẫn còn sơ sài và chưa phù hợp với các thủ tục pháp lý của Việt Nam; trong khi đó, báo chí Nhật Bản lại có một số bài viết không thật khách quan, thậm chí cá biệt có thông tin không đúng sự thật, gây nghi ngờ về chính sách ODA của Nhật Bản dành cho Việt Nam, về quyết tâm của Chính phủ Việt Nam trong cuộc đấu tranh chống tham nhũng. Cách viết như vậy không có lợi cho hai nước Việt Nam - Nhật Bản cũng như mối quan hệ hữu nghị hợp tác giữa hai nước hiện đang phát triển rất thuận lợi.

Of course now is the time to influence our MPs about merchandise being produced for the 2012 Olympics in London.  I wrote to my MP, Michael Ancram, in response to the Playfair 2012 campaign asking him to sign Early Day Motion (EDM) 1309 Ethical Trading and the 2012 Olympic & Paralympic Games that wants London 2012 to raise the bar on ethical trading for all goods bearing the Olympic logo, ensuring that workers' rights are respected throughout Olympic supply chains.  ( A similar campaign was running for 2008 Olympics in Beijing).

I received a reply from my MP this week essentially enclosing a response from Tessa Jowell the minister for the Olympics.

Ethical Trading is an issue which the Government takes very seriously.

The London Organising Committee of the Olympic and Paralympic Games (LOCOG), the Olympic Delivery Authority (ODA) and the London Development Agency (LDA) have all developed procurement policies and procedures to address the issue of fair and ethical trading.

In addition, an independent sustainability assuror, the Commission for a Sustainable 2012, has been appointed to provide independent assurance on sustainability to the Olympic Board and external stakeholders.

Michael Ancram has asked for my comments but I think I shall try to find out some more about the remit and powers of each of these organisations first.

Những người này bị cáo buộc hối lộ quan chức VN trong dự án làm đường bằng nguồn vốn ODA tại Thành phố Hồ Chí Minh.

Giới công tố tin rằng các quan chức từng làm tại công ty Tư vấn Quốc tế Thái Bình Dương (PCI) đã vi phạm luật cạnh tranh không lành mạnh.

Luật thông qua năm 1993 cấm hối lộ quan chức nước ngoài và quy định án tù cho người phạm tội có thể tới 5 năm tù hoặc phạt tiền 5 triệu yên hoặc bị cả tù lẫn phạt.

Nếu vụ việc được truy tố theo dự kiến thì đây sẽ là vụ thứ hai liên quan tới nạn hối lộ quan chức nước ngoài và sẽ là vụ đầu tiên dính đến các dự án tại nước ngoài có sử dụng vốn ODA.

ODA là các khoản vay do chính phủ Nhật cấp với lãi suất thấp.

Hồi đầu năm 2008, truyền thông Nhật đưa tin một cựu thành viên cao cấp của PCI nói trong năm 2006 công ty này đã hối lộ một quan chức chính phủ Việt Nam tổng cộng 200 nghìn đôla.

Theo cáo buộc, công ty tư vấn xây dựng PCI đã “lại quả” khoản tiền lớn trên cho một quan chức cấp cao Việt Nam sau khi nhận được các hợp đồng tư vấn trong các dự án xây dựng đường và cơ sở hạ tầng bằng vốn ODA.

PCI có các dự án ở hơn 130 nước, trong đó có Việt Nam.

Công ty từng hợp tác với nhiều quốc gia và tổ chức lớn như Liên Hiệp Quốc, Ngân hàng Thế giới hay Ngân hàng Phát triển châu Á.

Tổng vốn ODA cam kết dành cho Việt Nam năm 2007 lên trên 5,4 tỷ đôla, tăng hơn 20% so với năm 2006.

Nhật Bản là nước viện trợ phát triển nhiều nhất cho Việt Nam.

Từ 2008 các nhà tài trợ quốc tế sẽ không tăng thêm lượng viện trợ ODA cho Việt Nam mà tập trung vào việc tăng hiệu quả các dự án.

In a multi-stakeholders’ consultation organized by AidWatch Philippines on July 18, major donor agencies the World Bank and Asian Development Bank (ADB), and government representatives agreed with civil society groups that the country’s aid system should undergo major changes to help combat poverty. The meeting identified issues related to the principles of the Paris Declaration, a set of reforms aimed at improving aid in reducing poverty and inequality in recipient countries.

World Bank country director Bert Hofman and ADB senior specialist Claudia Buentjen gave keynote speeches on development effectiveness in the Philippine context.

Government representatives included the National Economic Development Authority (NEDA), members of the Congressional Oversight Committee on ODA (Cocoda), Commission on Audit, Departments of Agrarian Reform and Social Welfare and Development, and local government units. NEDA Project Monitoring Staff director Roderick Planta shared the evaluation of the implementation of the Paris Declaration in the Philippines .

Over 60 civil society organizations from participated in the multi-stakeholders’ meeting. Representatives of the Canadian International Development Agency and UNICEF were also present.

The July 18 multi-stakeholders’ meeting is the culmination of a series of island-wide consultations on aid effectiveness organized by AidWatch. Such multi-stakeholder process involving broad civil society formation, government and donors is considered one of the most advanced practices in the aid process.

AidWatch Philippines is a national network of grassroots-based non-government groups working on ODA issues in the country. It has over 150 members in more than 50 provinces nationwide, including 10 national networks and regional formations.
AidWatch Philippines aims to deepen relationships and develop various levels of collaboration between NGOs on aid-related issues and concerns. It also looks forward to constructive engagement with official government and donor agencies on the basis of fundamental development principles.

"A huge chunk of the government's spending still goes to foreign debt payments. And for the past seven years, ODA availments have increased the debt service burden, " said Maza citing IBON studies indicating that around 40% of outstanding foreign debt may be attributed to ODA loans.

"The disadvantageous and kickback- ridden Northrail project alone compels the government to pay $400,000 in monthly interests alone.  In addition to this we are also paying for several other overpriced ODA projects such as the P3.6B Bohol Irrigation Project Phase II, the $465.5 M Cyber Education Project among several others," said Maza.

The Gabriela solon also belied Arroyo's claims and insisted that the government can very well still provide for projects for the poor sans the VAT collections. "Government claims it will lose Php73.1 Billion should the government cease VAT collections. But this can easily be resolved by addressing graft and corruption in tax collections."
Maza cited statistics from the IBON Foundation and the National Tax Research Center which estimate that graft and corruption in revenue collections have cost government Php82 Billion in uncollected corporate taxes in 2006 and an average of Php57 Billion annually in uncollected VAT.

Gabriela Representatives Maza and Luz Ilagan have filed HB 3458 removing the 12% VAT on oil products and HB 3433 to repeal the RVAT. They are also supporting several measures in Congress that seek to amend the RVAT approved in 2005.

According to the Gabriela solon, “The termination of the Northrail contract and the prosecution of those involved are long overdue. The Arroyo government has already wasted millions in taxpayers’ money and should not be given the opportunity to waste even more.”

Reports reveal that since January 2005, it has reportedly been paying about $400,000 in monthly interest. The government has allegedly drawn USD$105 M of the loan in 2004. Moreover, with the price adjustments, the total cost of the project would now amount to at least US$ 802M. “Why the government insists on carrying on with the project despite its already huge and rising cost is in itself dubious and questionable,” Maza further said.

The Northrail Project, a deal financed by a disadvantageous loan of around US$ 503M from the Export-Import Bank of China and awarded to Chinese contractors, was overpriced and allegedly involved some US$ 50-100 M in commissions and kickbacks to high-ranking government officials. “These allegations that surrounded the Northrail project from the very beginning have yet to be resolved.”

"This project is a burden to the people. The $400,000 monthly interest that the government is now compelled to pay can be used for subsidies and other projects for the poor and marginalized. Terminate this project now so we can be spared from the burden of paying for the kickbacks and anomalies that have long surrounded this project." said Maza.

"Moreover, we believe that the reason why the Arroyo government insists on collecting the 12% VAT, is because of its commitment to pay these overpriced and anomalous ODA loans such as the Northrail project."

Research conducted by the partylist group meanwhile reveal that US $50-100 M commissions from the Northrail project could have produced 4,000 classrooms or 3,636 houses or it could have treated 2,000 women with breast cancer at P1M per treatment.#

If Malawi had received its debt relief with no hidden reductions and cuts, it would have had $101 million extra per annum free in its budget (the UK, in comparison, gave $180 million in 2006: SID, table 16.2). What it has really had is less impressive even than this. At best Malawi's debt relief amounts to nothing more than a marginal adjustment to its domestic debt interest bill; at worst it amounts to less than nothing.

In September 2006 Malawi completed the Heavily Indebted Poor Countries process. Goodall Gondwe set out his intention to use the money saved specifically for the benefit of the poor. "Mr Speaker, Sir, and Honourable Members", he stated, "during the budget review in March, it was proposed to spend these debt relief resources on those social activities that would benefit the poorer segment of the population." (2007/8 Budget Statement, para. 48 - link now broken.)

But this appears to be impossible, since the terms and conditions of the debt relief Malawi received actually reduce the amount of money available for "the poorer segment".

Gondwe's 2007/8 Budget Speech explains that the overall debt stock was reduced from $3.0 billion to $0.5 billion, leading to saving in interest and capital repayments of $101 million in 2007/8; however, Malawi had been receiving $36 million per annum since the year 2000 in interim debt relief; so extra value provided by debt relief in 2006 was around $65 million per annum

However, a large proportion of this new debt relief money was provided under the terms of the deal agreed at the G8 Summit in Scotland in 2005: and under these terms, countries receiving debt relief also get a cut-back in the amount of development loans they receive from the World Bank. One of the terms of the debt relief deal for Malawi was that its World Bank funding would be reduced by $27 million per annum (this is, apparently, because the US won out over the UK during the 2005 G8 Summit debt relief negotiations: download article here). Now, the World Bank provides money to Malawi, it says, specifically to help with reducing poverty; given this, it seems fair to say that this $27 million per annum reduction is money that would have been, and now is not, available to benefit the "poorer segment".

Malawi has - or had, in 2006 - huge domestic debts; this is because the government under Muluzi shored up its budgets by borrowing large amounts from Malawian and Malawi-resident businesses. An agreement was made with the IMF that a large proportion of the money saved through getting debt relief in 2006 would be directed towards reducing domestic debt. This agreement, set out in the 2006 Article IV Consultation(para. 22) ringfences $26 million per annum for the Malawian budget, and directs the the remainder to reducing domestic debt.

This means that only $26 million per annum is available for spending specifically on projects that benefit "the poorer segment of the population". But we have already seen that the World Bank is reducing the money available for reducing poverty by $27 million per annum So Malawi had less, not more, money available for spending against poverty as a result of getting debt relief.

Certainly, by reducing domestic debt, the Malawi government will have a lower domestic debt interest bill to pay, and this will improve its financial situation overall. The IMF Article IV consultation says it will reduce domestic debt by 1.4% GDP; I have not tried to calculate the significance of this for the annual domestic debt interest bill. However, the claim made by governments and NGOs alike, was that debt relief money would go directly to pro-poor spending. "The debt relief to be provided as a result of reaching completion point will provide a great push to Malawi's poverty reduction efforts", said Michael Baxter, World Bank country director for Malawi.

This is a tremendous overstatement. If Malawi had received debt relief without these underlying conditions, it would have made less difference than an ungenerous donor. As it is, the debt relief will result in less money available specifically for "pro-poor" spending, but with some circumstantial reduction in the pressure of the domestic debt interest bill.

Debt relief is a noble cause: but delivered in this form it is vitiated.

Speculation began on Friday that the G8 would announce a food and grain stockpile system to use in case of crises to stabilize prices. However, the language in today’s statement avoided any commitment to such an arrangement. In paragraph 6, the leaders stated, “We will explore options on a coordinated approach on stock management, including the pros and cons of building a ‘virtual’ internationally coordinated reserve system for humanitarian purposes.” Weak language, to say the least.

In the media centre, some are thinking that the stockpile idea came onto the leaders’ radar too late. As Japan and Germany are the only G8 countries to currently have food surplus in reserve, it is thought that they would push for the other six to adopt similar policy. The line in paragraph 6, calling on countries “with sufficient food stocks to make available a part of their surplus for countries in need, in times of significantly increasing prices and in a way not to distort trade” could be seen as a conciliation of this approach. A stockpile would be a considerable shift without clear measurable benchmarks for success. Additionally, the line in the final statement on “humanitarian purposes” raises the question of what sort of crisis would be needed to allow deployment of the stockpile.

Criticism on such a policy has come from a number of sources; first, from Africa advocates who decried this idea a systemic suppression of the poor, cutting them off from available food and grain sources. And second, from farmers who suggested a stockpile would serve as a disincentive to produce greater food harvests.

The Comprehensive Africa Agricultural Development Programme (CAADP) received a positive endorsement in the statement, urging a reversal of declining agro-aid and investment, in the hope of rebuilding a sustainable African agro-industry. The International Fund for Agricultural Development, the World Bank and the IMF were also given kudos for their work in this area.

Among the medium and long-term goals in paragraph 7 is a commitment to oversee policy compatibility of sustainable production and the use of bio-fuels. Rising grain costs have largely been blamed on more expensive inputs like petroleum products (fertilizers and transportation) and the increase in use of grains as bio-fuels, forcing a supply-side increase in prices. Domestic political pressure in the U.S. has forced Congressional support of corn-based ethanol, which has now proven to be short-sided, having severe effects on the economy with arguably little savings in CO2 emissions.

Today’s statement will hopefully see a shift towards greater investment cellulosic ethanol which is produced from non-food sources. The endorsement of consumption of locally-grown food stuffs could go a long way towards reversing the debilitating effects of the globalization of the food supply chain.

Since arriving at the international media centre Monday night, he has created a stir most leaders are unable to achieve. In the morning Japanese paper, the Asahi Shimbun, Geldof had the lead editorial provocatively posing, Japan Must Play a Pivotal Role in Africa Aid. In classic style, he did not sugar coat his views. On the summit documents, he said: “I am appalled that there are attempts in the draft communiqué to blur the commitment to fund universal access to AIDS treatment by 2010 … This kind of bureaucratic deception will fail. The promises have been made; they cannot be undone.”

He continued, arguing that “the vast differences in wealth and poverty on this planet are not only morally reprehensible; they are also potentially very dangerous. Investing in Africa is a clever, long-term strategy.” Pulling Africans out of poverty cannot depend exclusively on aid, it can be done strategically by investment and comprehensively by calming crises like those occurring in the food and energy sectors.

His tactics and firm language have results. It’s been leaked that he’s scored two key bilateral meetings, with U.S. President George W. Bush and with U.K. Prime Minister Gordon Brown. Earlier reports said if he couldn’t get access, he’d plan to lead a march of NGO leaders towards the heavily guarded Windsor Hotel where the leaders are meeting.

Evidently, celebrities have reached a level of prominence within international affairs few occupy. And yet, their activities are easily dismissed by their critics. Not without its flaws, celebrity diplomacy is an emergent, albeit contested, pathway to bolster the legitimacy of international public policy. Geldof is the lead provocateur, with a long record of urging accountability of G8 leaders.

He does this will a balance of buzz (inflammatory tongue) and bite (technical, professional support). Here in Toyako, he is surrounded by a small but skilled team led by DATA campaigner Oliver Buston. No stranger to media himself, Buston has complemented Geldof’s approach by speaking to the facts compiled in the DATA Report 2008. His message to media has been one about numbers, measuring G8 aid delivery at $3 billion against the pledged $25 billion at the 2005 Gleneagles Summit. By putting Geldof at the front of the campaign, DATA can gain a level of name recognition, media access and exposure that most NGOs crave.

In a sense, celebrities provide a conduit between citizens, advocates and sites of power, in a fashion that no one would have imagined a decade ago. Serious activists like Geldof – and his regular compatriot U2 frontman Bono – are changing the diplomatic discourse. Their ability to gain extended face-time with prominent national leaders, while their message is heard at both the mass and elite level means that they are engaging in the kind of widespread communication that underpins successful diplomacy.
