Si la publication-phare du groupe Québécor Média "a toujours refusé d'imposer le carcan d'une ligne de pensée éditoriale unique à son lectorat vaste et diversifié", dixit Benoît Aubin, chroniqueur en chef, et directeur des pages Opinions, force est de constater que les efforts de recrutement de nouveaux chroniqueurs ont donné des résultats, comment dire, plutôt ciblés.  Monsieur Aubin a beau rappeler la présence des Julius Grey, Nathalie Elgrably-Lévy, Geneviève Lefebvre, Joseph Facal, Marie-France Bazzo, Christopher Hall, Jean-Marc Léger et Richard Latendresse, parmi ses chroniqueurs, ce qui représente, selon lui, "une galerie de commentateurs aux vues diverses et parfois divergentes", les trois dernières recrues du JdeM campent à la même adresse.

Bernard Landry, il y a quelques semaines, et depuis le 29 septembre dernier, soit lundi de la semaine dernière, Dan Bigras et le curé Raymond Gravel, sont plutôt radicalement en faveur du bloc québécois.  Et le fait de voir arriver les deux derniers en pleine campagne électorale n'est pas, selon moi, le fruit du hasard.  Le bloc québécois propose, depuis quelques jours, des rassemblements qui ont tendance à attirer les journalistes, en général, et ceux du JdeM en particulier (rassemblements monstres, manifestations, etc.), ce qui leur donne une couverture supérieure à celle des autres partis, dont on peut lire les faits et méfaits dans de petits articles de rien du tout, sinon dans les seules pages dédiées à la campagne électorale.  D'ailleurs, quand un chef de parti fait la une du JdeM, c'est toujours pour illustrer ses déboires, alors que les nouvelles positives du chef du bloc, Gilles Duceppe, se retrouvent souvent à la une.

C'est suite à ces constatations que j'en viens à conclure que le Journal de Montréal, surtout depuis la mi-campagne, est devenu pro-bloc.

Qu'un journal s'affiche en faveur d'un parti, c'est son droit le plus légitime.  D'ailleurs, je me suis moi-même affiché, ici-même, contre le bloc.  Mais par contre, qu'on ne vienne pas me faire croire que l'on refuse d'imposer une ligne éditoriale unique au lectorat.  C'est ben beau d'avoir des chroniqueurs de tous les horizons, mais quand au-delà de la moitié de ceux-ci proviennent du même côté de la balance électorale, à savoir du PQ et du bloc, cela laisse bien peu de place à toutes les autres options.

De la inceputul lui 2007 a inceput nebunia fondurilor structurale. Cu experienta Programului SAPARD in spate toti au pornit increzatori la drum, cu gandul ca vor obtine ceva banuti. Din pacate nu a fost sa fie, pentru ca institutiile statului si-au dat cu stangul in dreptul mai bine de un an pana au finalizat Ghidurile Solicitantului. Evident nu toate ghidurile ci o parte. O mica parte.

Dupa cum unii stiu si altii nu, expresia "fonduri structurale" nu este tocmai corecta, fiind vorba in fapt de Instrumente structurale si Actiuni complementare. Dupa cum urmeaza.

Sorry for the lack of contact. I'm still in Kigali for In Country Training so access to the 'net has been via internet cafes.  They're cheap, but they're quite slow.  We've been working hard as well, so little chance to dash down for half an hour.  I did come down last night, only to be told that the power had been cut!  Hung around for an hour, but no joy.

It's the parliamentary elections today (Monday), so we've been given the day off.  It's been nice to sit in the sun and read a book!

Lots to write about, but I'm saving it until I move into my house.  I'm heading down Thursday, so will hopefully be sorted by next weekend.  One of the perks of being part of the PHARE team is that I get free access to the internet (emailing is essential for the job... or so we've been told!)  So don't worry!

Din dorinta de a afla "cu ochii mei" cum se face rambursarea TVA-ului pe aceste fonduri, am inceput sa caut/sa discut cu prietenii avizati in domeniu, care este actul normativ minune care stabileste modalitatea de rambursare a acestei taxe, dezbatute inepuizabil de la 1 ianuarie 2007 incoace, cel putin in sectorul ONG.

Cautarea m-a determinat sa cred ca nu exista un astfel de act normativ, iar daca el exista, probabil, cineva ma va contrazice si ma va lumina desigur. Nu am reusit sa dau decat peste o declaratie a lui Varujan Vosganian din decembrie 2007 cu privire la rambursarea TVA-ului, daca esti ONG sau APL si micile scapari de informatie prin drafturile de ghid aparute pe PO DCA si POS DRU. Inteleg din aceste 3 surse ca se ramburseaza, ca nu pierd TVA-ul, insa nu inteleg cum pot sa fac asta fara un act normativ, asa ca la piata, iar asta imi aduce aminte de ziua de 25 aprilie 2007 cand nimeni nu stia cum se face cu TVA-ul pe PHARE.

Rememorand, povestea sta asa: in dimineata zilei de 25 aprilie 2007 m-am apucat sa sun la OPCP, Fondul National si Administratia Financiara sa intreb ce fac eu cu dosarul meu de TVA pe primul trimestru al anului 2007 si, desigur, cei de la OPCP si Fd. National ma trimiteau la Administratia Financiara, iar astia din urma ma trimteau ... nici ei nu stiau unde ... cu promisiunea ca, daca nu-mi primeste nimeni acest dosar, sa ma duc la ei. Solutie legala si corecta altminteri :D, numai eu nu-i vedeam sensul si logica...

Si dupa vreo 6 ore de stat pe telefon cu oameni din cele 3 locatii specificate mai sus, am ajuns sa vorbesc cu d-na Vizoli, care este nimeni alta decat Director Directia Generala Legislatie Impozite Indirecte si care mi-a spus foarte clar ca nu am ce cauta la Administratia Financiara ci la Fondul National, insa la astia din urma nu am gasit pe cineva sa aiba habar de problema, cel putin nu pe 25 aprilie 2007.

Asta este inceputul epopeei TVA-ului pe PHARE. Au urmat nenumarate scrisori oficiale pe care le-am trimis OPCP-ului, in vederea solutionarii problemei. Daca ne asteapta una identica pe structurale, inseamna ca suntem niste tampiti si nu invatam nimic din experientele anterioare. Cand spun "daca" inca mai sper sa se intample ceva, insa probabil e cam tarziu pentru a mai spera in minuni, ceea ce inseamna ca vom trece prin aceleasi furci caudine... ca deh, de la stat nimic nu-i moka si totul se obtine cu chinul dracului.

Asadar, conventia civila este acel instrument civil care iti da dreptul sa desfasori o activitate remunerata, insa nu pentru mai mult de 10 ore pe saptamana, ceea ce ar duce la o norma de 25%. Acum, ca totul este clar sau cel putin asa ne face codul fiscal sa intelegem, mie imi vine o intrebare tembela in creier. Cum poate un "financiar" sa-si imagineze ca acea conventie poate fi indestulatoare pentru personalul bugetat cu 4 sau 6 sau 8 ore/zi?

Cu alte cuvinte, dragi financiari, nu sperati sa nu se remarce ca aceasta conventie va lasa cateva ore neprestate practic pentru ca acest lucru duce la constituirea unei economii care, in proportie de 99,9% se va restitui finantatorului, pentru ca s-a dovedit ca sunt foarte putine cazurile in care sume bugetate la capitolul de personal au fost realocate pe alte capitole ale bugetului.

De aceea, personal, am recomandat, chiar si in cazul trainerilor, coacherilor etc sa se intocmeasca mai degraba un contract de cesiunea dreptului de autor decat o conventie civila, asta in cazul in care trainerul nu este PFA sau nu PJ, astfel incat sa fie legal indreptatit sa emita factura. Intotedeauna un contract de cesiunea dreptului de autor protejeaza mai bine decat o conventie civila opera pe care trainerul o va cesiona.

Cica s-ar recupera tot, fara a se tine cont de codul fiscal, ca asta oricum nu are nici o noima si nici un sens. Ordinul 454 insa, zice destul de clar ca ar trebui sa-ti arunci un ochi prin codul fiscal si alte porcarii de-astea de acte normative, iar ca sa ma crezi, uite mai jos un extras din ordin: "Prezentele instructiuni se aplica, fara a prejudicia prevederile legislatiei fiscale in vigoare, urmatoarelor categorii de contracte: servicii, lucrari, achizitii de bunuri, scheme de grant, infratire institutionala."

Eu, din textul de lege de mai sus, inteleg ca chiar trebuie sa ma uit pe codul fiscal sa vad ce zice in materie de deducere, de recuperare etc a taxei pe valoare adaugata.

Se pare insa ca, in continuare se fac interpretari dincolo de principii legislative si dincolo de spiritul unei legi, fie ea si un amarat de cod fiscal, care oricum, in ficare an e modificat in batjocora, in functie de preaminunatii care se preumbla prin ministerul ala de finante sau cum i-o zice....

Asadar, atentie fratilor! Nu va amagiti ca veti recupera TVA in baza unui bon fiscal care nu este insotit de o factura fiscala, pentru ca sunteti in afara legii si nu se stie niciodata cand vine unu' istet prin minister si descopera tot rahatul asta cu recuperarea ilegala de taxe.

A, uitasem sa spun. Zice-se ca se aplica aceasta regula de recuperare a TVA-ului de pe bon fiscal fara factura, pentru ca contractul de grant zice ca, daca legea nu-ti permite sa recuperezi o taxa etc, cheltuiala respectiva d evine eligibila. Pai legea nu interzice recuperarea TVA-ului ci doar iti impune niste conditii la recuperare si anume sa ai o factura, ca doar factura e cea care iti determina cuantumul taxei, nicidcum bonul fiscal.

Spor la reflectat si numai bine.

The daily leads with a report on the issuance of the EC reports on Bulgaria’s progress on the mechanisms of cooperation and verification and the absorption of the EU funds by emphasizing on what it considered to be the highlights in the reports:

• EUR 500 m has been frozen, but Bulgaria is not required to return the funds that have already been absorbed;
• The billions of euro under the cohesion funds are not at risk;
• Brussels is still waiting to see conviction against corruption and mafia but DANS seems to be working.

Deputy PM Miglena Plugchieve is quoted as saying that the EC report conclusion don't come as a surprise to her but she feels disappointed that the EC has failed to report on what Bulgaria has done in the last few months.

It is high time now to untangle the web of conflicts of interests and prove to the rest of Europe, that national policy-makers are not synonymous with corrupt criminals.

Ouch. Those are some stinging criticisms. Though I have to say some of them are justified. In the end, as is the case with all corruption, the people in need of the money will be the one's most impacted by the freeze.

Every Bulgarian I've spoken to is pessimistic to what will happen and all hold a very negative view of the government (and the police). I was talking to a cab driver in Sofia about my work in Bulgaria. He was very surprised and grateful of the work PCVs do (he was also a little ashamed that they needed such help). He, like most people here, was skeptical of actual, tangible change I can make. I responded by saying this may be true, but the greatest contribution I can offer to the Bulgarian people is a different perspective (much like Gogo commented). This is one of the reasons I wanted to work in Eastern Europe. The problems that face Eastern Bloc countries are more abstract than other PC countries (in my opinion). Bulgarians tend to be pessimistic. This isn't their fault considering Bulgaria's oppressive history (Turkish Yoke, Communism). I asked the cabbie why people don't take to the streets or if the with-holding of vital funds will force the people to take on their government and demand real change. The answer, again, is rooted in history.

Bulgarians, being occupied by so many different empires, survived by becoming reclusive and weathering the storm (the patron Saint of Bulgaria is St. John of Rila, a hermit). This is further compounded with the recent survival of communism which ended less than 20 years ago. Communism in Bulgaria was amongst the most brutal (To put this in perspective, they only had one ruler in 45 years of totalitarian rule, bordered two NATO countries with nuclear weapons and ran gulags up to November of 1989). In short, the nail that stuck out got hammered. To add to this, most of today's youth is raised by their grandparents, people who survived the brunt of Communist brutality and are skeptical of all this democratic change (having a corrupt government, I'm sure doesn't help). This skepticism and ingrained attitude of "don't make waves" being instilled in the first generation who has no memory of the horrors committed during communism. My tutor vocally believes that this first post-communist generation is ruined. I'll expand on that in a later post.

This curtails an important democratic ideal: the ability to exercise the right to protest government action (or inaction). I worry that the loss of EU funds will be met with indifference by a majority of Bulgarians. Bulgarians know something is wrong but they feel that they can't make a difference. This is the most maddening part: that they, by in large, refuse to even try. But then again, this can be explained with history.

Bulgaria can no longer afford to follow past strategies of hiding from their problems (a la St. John of Rila and his disciples fleeing into the mountains during the dark days of the Ottoman Empire). Bulgaria is independent of foreign empires and needs to take a more proactive stance on the ills that face their country.

...But what do I know? I'm a twenty-something year old American who has lived in this country for 11 months.

I know it is unfair to judge an entire people so keep in mind these are only my observations from my personal experiences and interactions. Please don't take my words as final in regards to Bulgaria. Similarly, please don't judge or make conclusions about Bulgaria or Bulgarians based on what I write.

Ingrédients pour 6-8 personnes (moule de 25 cm de diamètre) :

Pour la pâte :

• 200g de farine
• 100g de beurre en pommade
• 40g de sucre en poudre
• 1 oeuf entier
• 1 grosse cuillère à soupe de crème fraîche
• 3 à 5 cuillères à soupe de lait entier frais

Pour la garniture :

• 5 à 6 pêches mélangées (blanches, jaunes et de vigne si possible)
• 50g de sucre en poudre
• 2 oeufs
• 75g de beurre fondu
• 50g de poudre d'amande
• 1 cuillère à soupe de Maïzena
• 2 à 3 cuillères à soupe de rhum
• 1 gousse de vanille
• 3 cuillères à soupe de pistache non salées hachées

Préparer la pâte en passant tous les ingrédients au mixeur, attention, ça va coller quelque peu ! Puis la placer au frigo pendant deux à trois heure avant de la travailler.

Pendant ce temps, préparer l'appareil en mélangeant au batteur le sucre en poudre, les oeufs, le beurre fondu, la poudre d'amande, la maïzena et le rhum, et l'intérieur de la gousse de vanille que l'on aura fendue et grattée. Réserver au frais.

Pocher les pêches deux minutes dans de l'eau bouillante pour les peler facilement. Préchauffez le four à 210°C (th7).

Étaler la pâte dans un moule préalablement beurré, si c'est trop difficile à faire avec un rouleau à pâtisserie (pâte trop molle ou qui colle, c'est le risque), le faire directement dans le moule avec les doigts ! Puis étaler l'appareil régulièrement. Enfoncer dedans les demi-pêches ou alors coupées en quartier. Saupoudrer avec les pistaches.

Cuire d'abord 10 minutes à 200°C puis 40 minutes à 165°C (th5).

Servir tiède ou froid. (Bon, moi j'avais pas de pistaches cette fois, alors j'ai fait avec des noisettes...)

Reconnaissant ce fait d’influence et de relation, cela est dans ma capacité de m’assurer de l’état de santé global de cette énergie qui m’habite!

Il est correct que je m’interroge à savoir si sa présence ou son action fait de moi une meilleure personne?

Est-ce qu’il respecte le libre arbitre de chacun ou est-ce un message de dictature qu’il transmet?

A-t-il une réelle appartenance cosmique ou vagabonde-t-il d’un médium à l’autre par besoin de son égo? Et oui, parce que l’égo est même dans les plus hautes sphères!

Ici, je ne dis pas de juger mais d’être consciente de la provenance du message que je livre. Il ne faut pas oublier que Jésus parlait constamment en paraboles et cela permettait à chacun de comprendre le sens de son enseignement selon ce que sa compréhension lui permettait de saisir et progresser. Rien n’était rigide mais tout en souplesse et flexibilité. Le contenu lui était vérité entière comprise à des degrés différents dans un même endroit, un même moment pour un même espace d’évolution. Et c’et ce qui était merveilleux dans ses rassemblements permettant une évolution globale des différents degrés de compréhension. Il démontrait un très grand respect des gens et leurs diverses capacités d’interprétation. Il ne laissait personne à la traîne, il transportait sa montagne entière.

Exemple :

Une foule assiste à un concert classique. Certains écoutent savourant la musicalité du morceau; d’autres s’attardant sur la précision de la note du violon ; alors que plusieurs se laisseraient prendre au doigté complexe du pianiste et combien admireraient le ballet de la baguette du chef d’orchestre. Mais chacun aura apprécié,  à sa façon aura été présent à la magie du moment. L’énergie les aura parcourus et habités le temps de cet instant. Chacun repartira avec son interprétation personnelle de ce concert.et tous auront entendu mais différemment avec une appréciation bien personnelle… Est-ce la musique qui les aura touchés ou l’opportunité de la conscience du moment? L’un est la porte, l’autre l’ouverture….

Tout cela pour dire que ma médiumnité m’habite très profondément, émerge de ma spiritualité. C’est un constant regard intérieur qui me permet de bien m’ancrer et ne pas constamment flotter à la dérive de chaque moment. Je connais mon port, ma destination et ma foi. Mon monde spirituel est mon seul véritable phare, mon soleil. Ma médiumnité!  Un océan où voguer. Et vous?

Le retour du Phare :-) Cette photo à été faite en Octobre 2007 depuis le Bains des Paquis, par une Bise souflant à près de 100km/h donnant une sensation de froid extrème. Je m'attendais à trouver des vagues énormes passer par-dessus la jettée, mais celles-ci étaient écrasées par la vitesse du vent.

Reţeta risipei: 2,5 mil. euro pentru 70 vizitatori pe zi

Si iaca-asa ajungem la acelasi subiectivism care ne guverneaza vietile. Trebuie doar sa te rogi sa ai noroc sa-ti accepte cheltuiala si apoi o si efectuezi. Eh, dar nu e doar atat. Daca nu se intampla un neprevazut pe perioada proiectului tau, vei da banii inapoi, ca nu prea poti sa-i muti in alta parte :D.

Si atunci, concluzia mea e fireasca: de ce sa bugetez o astfel de cheltuiala daca pot sa pun in alta parte banii si sa-i si decontez, iar "neprevazutul" il gestionez eu din alte surse...

Spor la bugetat! Mai sunt doar cateva zile si cateva nopti :D.

Am observat de-a lungul anilor ca bugetele scapa categorii esentiale de cheltuieli. Cele mai des ratate categorii sunt: posta, transport local (unde isi are organizatia sediul), comisioane bancare.

Transportul asta e o poveste mai complicata. Ca sa bugetezi unde trebuie, ai nevoie de ceva experienta sau macar de o sugestie a unui expert. Asadar, la linia 1.3.2. se bugeteaza doar transport in interiorul localitatii unde se face deplasarea. La aceasta linie se mai deconteaza cazare, masa si diurna legala. Cu alte cuvinte nu decontezi aici taxiul pana la gara de nord, daca te duci in deplasare la Sinaia, ci doar taxiul din gara Sinaia catre hotel. Atentie, pe fiecare bon de taxi, in partea de jos, scrie localitatea unde se face deplasarea, asa ca nu incerca sa decontezi bonul la o linie bugetara nepotrivita.

La linia 2.2. se deconteaza transport intre localitati, adica bilet de tren, de autobuz, bon de benzina; iar la linia 4.1. se deconteaza bonul de benzina care poate reprezenta deplasarea in interiorul sau exteriorul localitatii, cu conditia ca autovehiculul sa fie proprietatea organizatiei. In egala masura, la linia 4.1. se deconteaza asigurari RCA, CASCO, reparatii etc in folosul autoturismului proprietatea a organizatiei.

Si acum apare intrebarea fireasca. Unde bugetezi transport in interiorul localitatii, unde sa poti deconta abonamentul RATB, biletul de autobuz, bonul de taxi etc. Raspunsul este: doar la capitolul 6, unde creezi linia de "transport local - Bucuresti" si e de la sine inteles ca se deconteaza transportul echipei de proiect prin localitate.
Spor la lucru! Mai sunt 4, respectiv 5 zile si inca ceva nopti. Timp sufiecient pentru inca 2-3 cereri de finantare.

Oare cate dintre proiectele PHARE facute de catre IMM-isti sunt pe bune? Cred ca niciun IMM-ist nu respecta ceva din cererea de finantare. Scriu un proiect ca sa-si traga banii si o fac pe minunatii si pe corectii. Am intalnit unii foarte profi, care pana la urma s-au manifestat ca niste diletanti.

Probabil ca ONG-istii aia ciudati si saraci, sunt singurii care mai fac proiecte "pe bune". Spun asta pentru ca am facut rapoarte financiare atat pentru ONG-isti cat si pentru IMM-isti. Prin comparatie, cele doua categorii sunt la poluri opuse, adica ONG-istii sunt foarte "profi" in timp ce, ceilalti sunt niste amarati de diletanti care nici macar nu au invatat sa fure inteligent. Oare cat cred ca le merge? Oare cat isi imagneaza ca vor scapa de lista neagra sau cat va mai trece pana li se vor retrage finantarile acordate deja??

Si consultantii astia din business se impart in doua categorii (vorbesc de astia pe fonduri nerambursabile): unii care sunt fara viziune, fara experienta si neciopliti in tot ceea ce fac dar convinsi ca stiu totul despre acest domeniu si nu accepta nici un fel de parere, ceea ce te ajta sa-ti dai seama foarte simplu ca e bine sa stai departe de ei. Cealalta categorie este a celor care sunt scoliti p-afara, au CV-uri rasunatoare, experienta nesfarsita si care, la final, dau cu mucii in fasole prin atitudine, ca cu asta nu se prea pricep... spun asta pentru ca am intalnit si de unii si de altii.

Noroc ca eu am scapat si de aia care sunt tampiti dar au o parere foarte buna despre ei si de ceilalti care sunt foarte scoliti dar degeaba. Firme serioase nu gluma....

There is a lot of talk here in contemporary Romania about implementing the  Knowledge Society in Romania. But how could there be a real 'Society of Knowledge' in Romania, without the 'technical writing' of thorough protocols about the inner workings of that 'Society of Knowledge' in the Romanian language?

Let we first analyze the causes of the failures of three very costly previous projects of modernisation that were implemented in Romania.

1.In the decade 1970-1980, the World Bank pumped about 10 billion dollars in order to modernise the Romanian industry. The final results showed a very poor technical performance and a total lack of economic efficiency. The reason for this failure could be finally traced in the lack of knowledge of the elementary principles, mainly in neoclassical economics.

2. After the change of the political regime in Romania in the year 1989, the George Soros Foundation  for the Open Society in Romania pumped a lot of private money into the projects of many Non Gouvernamental Organizations in Romania, projects that were written in English language, to teach the lessons of democracy to the Romanian population. Finally the philanthropist George Soros admitted that it was a total waste of money on the inefficient Romanian NGOs for the democracy, because the results were not seen in the education of the population in the real spirit of democracy. No such projects involved writing simple but clear texts in Romanian language explaining the targets of  those projects for the Open Society in Romania. Also the philanthropist George Soros never instituted a prize for a clear text in the Romanian language about the scope and goal of  the Open Society in Romania.

3.The project PHARE RO 007.02.03.06 for the Science and Technology Industrial Park “Tehnopolis” in Iasi (University Innovation Center and Business Infrastructure Development Park for SMEs and Private Investors, within the UNISPAR Programme), for incubating SMEs specialized in IT. In this technology park, with a very vague strategic planning, if at all, --the planners never even pretended they have previously performed a SWOT Analysis--, between the years 2000-2004 were pumped about 7.5 million euro from public money, mostly PHARE money. The Romanian observers consider it another example of useless waste of money by the

European Union in Romania. We have to underline the detail that the Romanian specialists at the Tehnopolis- Iasi were schooled in France, so not in the Romanian language.

The particular reasons for the three failures are multiple, but the main common cause could be identified in the fact that in all three cases there was a lack of ontological representations in the Romanian language for the inner workings of all the three failed projects. Starting from here, let we consider the industrial SMEs with the standardized and complete environmental management in the Romanian economy as a system that should itself be managed. A SWOT Analysis applied to this system shows that the main weakness of the system is the lack of ontological representations for the ISO 14000 family of standards in the Romanian language. If we proceed in our project of implementing the industrial SMEs with the standardized and complete environmental management without correcting this weakness, and to make the existence of the correct technical writings of protocols, tutorial and standards related to the ISO 14000 area a Strength in the industrial SMEs system in Romania, the result will be the same as in the three failed projects presented at the beginning of this article.

Why did it take such a long time to recognize this common cause of the failure of some modernization projects? One of the reasons is ideological. During the communist era, the “langue de bois”, that lacks accuracy and precision, was the main cause. Why does continue this state of facts even after the communist era? Because there are, we have to admit, some weak points in the Romanian Language, due to the historical peculiarities of the development of Romania. For instance, the modern Romanian language was created only in the 19th century, and also only in the 19th century it was written the first grammar of the Romanian language. The century of the Enlightment did not exist in Romania. In the 18th century, the use of the Romanian language as an official state language was forbidden by the Phanariots (the foreign overlords in Romania), who tried to generalize the use of the Greek language in Romania.

As to the favoring the Greek language in Romania against the use of the Romanian language we can quote from Encyclopædia Britannica an unusual laudative analysis which goes against the fundamental rights of the Romanian people: „It is necessary, however, to credit the Phanariots with a quite genuine devotion to the cause of learning and education, which they alone were able to provide inside the oppressed Christian ghetto. The advantages they obtained from the Porte (the Turkish government) for building schools and for developing Greek letters in the Romanian principalities of Moldavia and Walachia that were entrusted to their rule came to play a substantial role in the rebirth of Greece.”

This quotation shows that in the European West the real problems of the Romanian language as a conceptual tool to integrate the Romanian population in the modern world are not really understood. Let we notice that "the rebirth of Greece” also meant "the death of Romania". All this was ended by a popular revolt of the Romanian people in 1821. Only after that popular revolt were created the first schools in the Romanian language as an educational system. So the common traceable cause for all the three failed projects presented above is the lack of exhaustive and clear explanatory technical protocols in the Romanian language. This situation is still perpetuated today, because there is no official and recognized profession of "technical writer" in the Romanian language. Why is it so? No official person in Romania answers that question, no one in a position of power in Romania even wants to listen that question.

On this occasion we announce to the World, that the words connoisseur and cognoscenti (plural of the connoisseur)  now  officially entered the  Romanian language.

-          Et merde ! Fallait fermer ! Putain de porte !

Mais elle avait la flemme de se lever. Maintenant que l’envie de dormir la quittait, des pensées pénibles l’envahissaient. C’était toujours comme ça. Elle oubliait de fermer la porte qui donnait sur le jardin et le Phare l’empêchait de dormir, le Phare et cette lumière jaunâtre envahissante comme les pensées pénibles du réveil.

Elle finit par se lever.

-          Putain de porte !

Dans sa tête, les bribes d’idées tournaient en rond et ça ne faisait que l’énerver.

-          Faut absolument chercher les autres trois. Faut leur dire. On pourrait faire un truc ensemble, genre une coalition et éventuellement, expliquer à la Commission que cette période a été quand même bénéfique pour nous. Mais merde, j’aurais pu fermer cette putain de porte pour dormir tranquille ! Ils éteignent jamais ce Phare ? Qui pourrait s’en charger ? Peut être qu’un jour je vais proposer à la Commission d’éteindre la lumière. Moi-même.

En se levant pour aller dans le jardin, ses idées disparurent les unes après les autres et pendant quelques instants, elle resta immobile, en fixant les ombres et les plantes éparses. Vidée d’angoisse, apaisée par l’air doux, elle se dit que finalement, ce n’était pas si grave. Et puis, en rentrant dans la maison, elle claqua bien fort la porte et retourna dormir avec la décision ferme de ne pas se laisser faire ni par la Commission, ni par le Phare
